Rate of pay: $55000 / year
Schedule: Full Time - 40 hrs/week

This position will ensure that Volunteers of America, Utah is delivering the highest quality services to our clients and our funders by creating and executing robust internal program auditing systems, monitoring agency and program compliance for all grants, contracts and subawards, including organizing and managing agreements and ensuring all agency programs are maintaining the highest privacy standards.  


Essential Duties
  • Serve as the Project Manager for Center for Accreditation of Rehabilitation Facilities (CARF) is met on an ongoing basis. Ensures compliance, ongoing quality improvement, and adherence to program standards from CARF.
  • Develop processes for new grant and contract implementation and monitor compliance of all program agreements and adherence to existing contract expectations across the organization.
  • Responsible for the pre- and post-award administration of grants, contracts, and agreements.
  • Monitor all program grants, contracts and agreements for compliance issues and work with program managers to resolve open issues. Conduct internal program and contract audits.
  • Work closely with program staff on assigned grants and contracts; attend meetings; keep current with federal, state, and other requirements, timelines, and policy issues.
  • Issue sub-awards as directed.  Monitor sub-awardees for quality and compliance to original award.
  • Close out grants/contracts at end of award period and archive relevant documents for audit purposes.
  • Coordinate compliance with state licensing and other regulatory agencies and manage accreditation requirements including preparation for site visits. 
  • Ensure compliance with HUD regulations, maintains working knowledge of electronic code of federal regulations and 2 CFR 200.
  • Serve as the privacy officer to ensure organizational adherence with applicable privacy laws and manage records requests.
  • Attend work on a punctual and reliable basis.
  • Keep the external monitoring chart current and ensure that actions needed to resolve monitoring issues are resolved in a timely manner.
  • E-file and maintain e-filing system of government applications, awards, and reports.
  • Participate as a member of the QI & Outcomes Board Committee for the purpose of CARF updates and status of external monitoring.
Qualifications

Bachelors or Masters degree and experience working in a multi-disciplinary setting (i.e. behavioral health clinic, hospital) or any combination of education, experience, and training which provides the following knowledge, skills and abilities:

  • Organized, detail oriented, self-starter with the ability to prioritize tasks.
  • Experience working in a legal setting.
  • Experience implementing, managing and/or monitoring government and private sector grants and contracts.
  • Understanding of behavioral health case management services and documentation best practices.
  • Experience with the CARF accreditation process or similar accreditation preferred.
  • Knowledge of laws, regulations, ethics, and best-practices affecting the delivery and documentation of program services.
  • Solid working knowledge of federal, state, and local regulations.
  • Experience and understanding of privacy regulations and screening/fulfilling records requests.
  • Ability to maintain professionalism and adapt to change.
  • Excellent verbal and written communication skills.
  • Project Management skills.
  • Proficient in Excel and Microsoft Word.
  • Ability to pass a criminal background check and pre-employment drug screen.
