Schedule: Full Time, benefits eligible
Pay Ranges:
Unlicensed: $55,000

CSW (or equivalent): $65,000
LCSW (or equivalent): $70,000

Full-Time Benefits: Approximate benefits package value: $24,000+

Position Summary

Manages the Youth Empowered Solutions to Succeed (YESS) team for mental health and wrap-around services for youth 18-26 experiencing homelessness and serious mental disorders. The Program Manager ensures that YESS is running within contract commitments and in line with VOA's mission and policy. With the oversight of the Division Director, oversees all program operations including staffing, budget management, community relations with funders, compliance with state, federal, and county requirements, and program development. This position will split time between administrative duties and keeping a small caseload of clients. This position is in office at the VOA Youth Resource Center and includes mobile work meetings with clients out in the community/in their homes.


Essential Duties

  • Oversee the training and implementation of evidenced based/ best practices such as, and not limited to: Motivational Interviewing, Housing First, Positive Youth Development, Stages of Change, Trauma Informed Care, etc.
  • Maintain a small case load, assisting clients with necessary supportive and services.
  • Supervise a team consisting of four state certified case managers, one peer support specialist, and one therapist.
  • Ensure mental health assessments, client case files, data, and documentation are completed to both YESS documentation standards and Medicaid billing standards.
  • Work with medication prescribers for clients who opt-in for medication monitoring.
  • Ensure a smooth transition from referral to intake which may include but is not limited to contacting referral in a timely manner, completing intakes to program, and entering the intake documentation to the corresponding databases.
  • Participate in interagency case consultation and collaboration with other VOA behavioral health and youth-serving teams while adhering to the agency’s confidentiality policy.
  • Work with admin to create ongoing billing sustainability for the program.
  • Complete reports and correspondence with grantors on a timely and regular basis.
  • Create regular opportunities for youth to participate in leadership and/or consultation of the program and youth homelessness systems to ensure client's voice.
  • Hold weekly supervision and team meetings to review client cases, provide appropriate clinical direction and guidance.
  • Other supervisor duties may include but are not limited to utilizing budgets to manage staff purchasing, resolve staff and client grievances, crisis intervention.
  • Become efficient in UHMIS, SPARS, and UWITS processes to able to support, train, and monitor data entry.
  • Attend work as scheduled and arrive at the designated time.  
  • Perform other functions as necessary or assigned.

Qualifications

A master’s degree in a social services field is preferred through any combination of education, experience, and training that provides the following knowledge, skills, and abilities will be considered:

 

  • Utah licensure as a Mental Health Therapist (LCSW, CSW, CMHC) or certified Case Manager in the state of Utah (or ability to become certified upon hire).
  • Supervisory experience in a social service setting and ability to make decisions independently within the scope of position responsibilities.
  • Budget management and development experience.
  • Program development in a community setting while proactively expanding and integrating knowledge of community resources.
  • Knowledge and experience in the delivery of services to youth experiencing homelessness in a community setting, with special emphasis on adolescent development.
  • Demonstrate commitment to diversity, equity, and inclusion.
  • Computer skills -- Microsoft Office, UHMIS, SPARS, UWITS, etc.
  • Ability to uphold professional boundaries, confidentiality regulations, agency policies and procedures, and interact in a professional manner with a diverse workforce, clients, and the public.
  • Willingness to accept supervision and direction.
  • Must be at least 21 years of age, possess a current driver’s license, have a good driving record, and be insurable on the agency liability policy.
  • Must be able to pass Utah-DHS – Office of Licensing background screening and pre-employment drug screen.


Physical Demands

  • Ability to move around the facility, interacting with clients for extended periods.
  • Work is generally performed in an office environment.  May entail using a computer for extended periods of time.
